SUBJECT: DELIVERY OF DIPNOTE FOR U.S. AIRCRAFT TRANSIT
THROUGH ROMANIAN AIRSPACE
1. (U) Department requests that Embassy Bucharest deliver the
diplomatic note in para two requesting transit of U.S.
aircraft to Croatia through Romanian airspace to assist with
air support coverage during the President,s visit, April 4
and 5, 2008.
2. (U) Begin text of diplomatic note:
The Embassy of the United States of America presents its
compliments to the Ministry of Defense of the Government of
Romania, and has the honor to request the Ministry,s support
to approve transit of U.S. aircraft assisting the Government
of Croatia with air security patrols over Croatian airspace
on April 4 and 5, 2008, for the visit of the President of the
United States of America.
The United States of America respectfully requests
concurrence from the Republic of Romania that the United
States Air Force F-15 aircraft on temporary deployment to
Campia Turzii Air Base in support of NATO Summit 2008
Bucharest may take off from Campia Turzii and transit
Romanian air space, with weapons, in a direct manner, through
Romania and enter Hungarian airspace as permitted by Hungary
en route to Croatia to assist the Government of Croatia with
its air security patrol and then return to Campia Turzii.
Moreover, the United States of America requests concurrence
that the United States Air Force F-15 aircraft on temporary
deployment to Graf Ignatievo Air Base, Bulgaria in support of
NATO Summit 2008 Bucharest may transit Romanian air space,
with weapons, in a direct manner, from Graf Ignatievo,
through Romania and enter Hungarian airspace as permitted by
Hungary en route to Croatia to assist the Government of
Croatia with its air security patrol, and then return through
Romanian airspace to Graf Ignatievo.
The Embassy of the United States of America avails itself of
this opportunity to renew to the Ministry of Defence its
assurances of the highest consideration.
