GYROTHEODOLITES FROM UKRAINIAN FIRM (S)

1. (U) This is an action request. Embassy Kyiv
please see para 3.
2. (S) Background/Objectives: The United States has
information indicating that as of late March 2009,
Pakistan's National Engineering and Scientific
Commission (NESCOM) - the entity responsible for
Pakistan's WMD and missile programs - was seeking
several models of gyrotheodolites from the Ukrainian
firm Prohres. Another Pakistani firm, the Advanced
Computing and Engineering Solutions Company Ltd., may
be acting as an intermediary. These gyrotheodolites
may be controlled by the Missile Technology Control
Regime (MTCR), and could be used by Pakistani ballistic
missile entities in pre-launch alignment applications.
We want to urge GOU officials to investigate this
activity and take all appropriate measures to prevent
this transaction.
3. (U) Action Request: Request Embassy Kyiv approach
appropriate Ukrainian government officials to deliver
talking points in paragraph 4 below and report
response. Talking points also may be provided as a
non-paper.
4. (SECRET//REL UKRAINE) BEGIN TALKING POINTS/NON-
PAPER:
-- We would like to alert you to a matter of
proliferation concern and request your assistance in
investigating this activity.
-- The United States has information indicating that as
of late March 2009, Pakistan's National Engineering and
Scientific Commission (NESCOM) was working with the
Ukrainian firm Prohres to acquire several
gyrotheodolites and other related equipment.
-- NESCOM was interested in purchasing model UGT-PC,
UGT-PA, and UGT-PB gyrotheodolites from Prohres.
-- The UGT series of gyrotheodolites are manufactured
by another Ukrainian firm, the Arsenal Design Bureau.
-- NESCOM is responsible for overseeing Pakistan's
weapons of mass destruction (WMD) and missile programs.
-- We understand that the Pakistani Advanced Computing
and Engineering Solutions Company Ltd. might act as an
intermediary in this transaction.
-- Gyrotheodolites can be used in the alignment of
ballistic missile guidance systems - especially in
mobile systems. If designed or modified for use with
Category I or Category II space launch vehicles or
ballistic missiles, they are controlled by the Missile
Technology Control Regime (MTCR) under 12.A.1.
-- Given the missile-related utility of this equipment
and NESCOM's relationship with Pakistan's missile
program, we urge you to investigate this activity and
take all appropriate measures to prevent this
transaction.
-- We look forward to future cooperation on
nonproliferation issues and to hearing of any actions
your government takes in response to this information.
