¶1. (U) PolOff contacted Icelandic MFA MinCouns for International
Organizations Nikulas Hannigan on October 28 to follow up on reftel
demarche. Hannigan said that the MFA's Legal Advisor is preparing a
draft parliamentary resolution for consideration by the cabinet at
the weekly government meeting on October 31. The government's
intent is to have the resolution approved by the Althingi before its
winter recess starts on December 13.
¶2. (U) Note: Once submitted to the Althingi, the draft resolution
will be considered by the General and Foreign Affairs Committees,
with a floor reading after each committee approves the resolution.
The final vote will take place after the second reading. Post will
follow the process to encourage timely approval and deposit of the
instruments of ratification. End note.
